Machakos Senator Johnstone Muthama is faulting jubilee’s reasons of opposing the referendum saying they are misleading the public. Speaking in Machakos yesterday, Muthama says the current structure cannot allow counties to be empowered and therefore devolution will not be a success. He says if the referendum is successful, the central government will be forced to devolve more funds to the counties.
