The committee of the whole house has approved the president’s memorandum on the Kenya information and communication amendment bill of 2013 without amendments. This means that the KICA bill has been passed with the president’s recommendations despite efforts by the media fraternity to have the bill amended again, the president’s memo was passed as members of the opposition walked out of parliament in protest.
