Senators in the Rift Valley want the committee of revenue allocation and the transitional authority to carry the blame if counties fail to meet legal timelines in the budgeting process. Nandi senator Stephen Sang said the CRA and the transitional authority have an obligation to support counties at the infancy stage because most lack capacity to budget and discharge oversight roles. Last week, CRA chairman Micah Cheserem warned that counties with faulty budgets risk losing their allocations with their functions being taken over by the national government .the leaders were speaking at a capacity building workshop in Eldoret.
