Mudavadi in Japan to push Kenya's refugee plan at TICAD 9

Prime Cabinet Secretary Musalia Mudavadi is in Japan for the ninth Tokyo International Conference on Africa's Development (TICAD 9).

Mudavadi arrived in Yokohama on Monday, two days before the event opens on Wednesday.

He will take part in all plenary sessions, a welcome reception hosted by Japan's Prime Minister Shigeru Ishida, and meetings with Yokohama Mayor Takeharu Yamanaka and the city assembly.

Mudavadi will also join a public-private business dialogue and witness the signing of memoranda of understanding between Kenya and Japan.

On the sidelines, he will attend a session on economic inclusion for forcibly displaced persons in Africa, where he will outline Kenya's Shirika Plan refugee management programme.

Launched in March 2025, the plan integrates refugees and host communities in Dadaab and Kakuma with access to education, healthcare, and economic opportunities.

'Our approach has transformed refugee camps into integrated settlements that empower both refugees and host communities,' said Mudavadi in a statement by Director of Press Services Jacob Ng'etich .

TICAD, held annually since 1993, is co-hosted by the Government of Japan, the United Nations, the World Bank, and the African Union Commission.

This year's theme is 'Co-create innovative solutions with Africa.'
