Treasury PS Kamau Thugge stood down in Anglo Leasing hearing

The Treasury principal secretary was stood down during the hearing of the Anglo Leasing case because his testimony relied on documents not supplied to the accused.
Dr Kamau Thugge was testifying in the Anglo Leasing case involving a contract between the Government and Info talent Limited for the modernisation of police equipment between 2003 and 2004.
After he finished giving his evidence, the PS was stood down to allow the lawyers representing the accused time to go through the documents before cross-examining him.

Former permanent secretaries Dave Mwangi and Joseph Magari, former head of debt management David Onyonka, and businessmen Deepak Kamani and Rashmi Kamani are charged with conspiracy to defraud the Government through Anglo Leasing contracts.

Thugge’s testimony contradicted previous witnesses from the Treasury, who had stated that money used for the contract were budgeted for and approved by Parliament.
“The commitment fees paid to the companies were not budgeted at the begging of the year. I did not see the need for the Government to re-allocate funds to things which were not budgeted for,” said Thugge.
