Office of the President has failed integrity test

There is no better way of saying it: the Office of the President has become one of the biggest dangers to promoting integrity in public office. By seeking to extend the tenure of an already discredited NHIF caretaker team, it is likely that there might be more to the problems besetting the fund than just bad leadership.

When this newspaper exposed the shenanigans the NHIF caretaker team is engaged in, the reporter became the victim of a stream of verbal abuse from one of the potential beneficiaries the following morning.

In some countries, one would have seen the acting CEO resign to pave way for investigations. But as is evident from the ongoing NHIF circus, in Kenya when you believe you have the backing of the President and his top guns, you stay put.

One would have also expected the Head of the Public Service and Secretary to the Cabinet widely regarded as the power behind the current NHIF caretaker team to raise concerns over the matter.

The fact that he has only remained studiously silent is in itself a statement.

To date the so-called county Commissioners are still in office and earning salaries even though the High court declared their appointment unconstitutional.

This arrogance is the very reason impunity thrives in this administration.

A potentially explosive report like that just released by the Truth, Justice and Reconciliation Commission usually invites one or two obvious responses. One is that the President receives it and immediately defuses its sting by pledging to study and adopt the findings; Two, is to manufacture some sort of crisis and fly away with public interest and attention.
