State agency employees yet to be paid November salaries

Staff of the Mombasa-based Coast Development Authority (CDA) will have to wait longer to get their November and December salaries.

The workers have experienced recurrent salary delays this year with dues, sometimes, being paid after three months. The June, July, and August salaries were paid in September.

The acting director in charge of Regional Development Authority David Oyosi told The Standard yesterday that the problem lies with the National Treasury as the ministry has not released money.

"We don't exactly know when these salaries will be paid, we have not received our development money and we don't know when it will be released from the Treasury," he said.

He said once the Treasury disburses the money, the employees will be paid. However an interview with Treasury's accounts department failed to reveal whether the said development funds has been released to Ministry of Environment and Natural Resources which CDA falls under.

Asked whether funds have been released to the Environment ministry, Isaiah Ochele, accounts officer at the Treasury, referred us to the Ministry of Environment and Natural Resources.

"No, I think CDA parent ministry should be in a position to say whether they have received the money or not," said Ochele.

CDA Managing Director James Mangi declined to comment on the matter.

CDA is one of the six regional authorities in the country. The others are Kerio Valley Development Authority, Ewaso Nyiro South Development Authority, Ewaso Nyiro North Development Authority, the Lake Basin Development Authority and the Tana and Athi Rivers Development Authority.

The parastatal's area of jurisdiction includes the counties of Kwale, Kilifi, Mombasa, Lamu, Tana River and Taita Taveta, Ijara in Garissa County as well as the Exclusive Economic Zone.
