Governor reads riot act to top officials over valueless trips

Nyamira Governor Amos Nyaribo has expressed concerns over 'unnecessary' trips by his senior staff that have continued to strain the county financially.
Mr Nyaribo said he had been forced to put in place austerity measures to cut down unnecessary expenditures, especially on fuel, to rein in officers making meaningless road trips.
The governor accused his officers who are entitled to government cars of misusing the fuel allocated to their departments by engaging in road trips which do not add value on service delivery.
He noted cases where several vehicles are always found in the neighbouring counties without any justifiable reason.
"Let this be the last warning. It will not end well for the people involved in wastage of public resources," he said.

The county boss decried a systematic absence from office by some officers.
"There are those who report to work when I am around. You were employed to serve our people and not my office," he said.
Performance contracts
Nyaribo was speaking when he presided over the signing of performance contracts by County Executive Committee Members at the county headquarters.
The governor cautioned the CECMs to meet their targets, noting that they will be appraised based on their delivery at the end of every year.
Deputy Governor James Gesami joined his boss in stressing the government's determination to offer services to local residents.
"No one should pull the government back by not doing their roles as prescribed. We want to make Nyamira a model county and all officers should work along that line," Dr Gesami said.
The governor directed chief officers to immediately sign their performance contracts and cascade the same to other lower cadres.
The performance contracts will guide the implementation of policies, programmes and activities in the individual departments, which will form the basis for assessing their performance and quality in service delivery in line with the provisions of the Constitution.
The targets on the performance contracts were negotiated and vetted by governor's office and the Department of Public Service Management.
