Kisii moves to have ward budget plan

Kisii County will have a Ward-Based Development Budget beginning in the 2023/24 financial year.

Each ward is set to receive Sh41 million for development.

The Fiscal Strategy Paper was presented to the assembly on February 28, 2023, and the motion unanimously passed on Thursday last week as per the Public Finance Management Act article 117.

Monyerero MCA Peter Otachi, who is the chairman of the Budget and Appropriation Committee, said the current Fiscal Strategy Paper is the best since devolution.

"The Fiscal Strategy paper guides the ceiling of every department. We have agreed to have ward-based development to have uniform development across the county." He said priority areas like building roads will receive Sh715 million. "We must get devolution at the grassroots. We will light market centres and build roads."

According to Otachi, the county has been losing funds collected through its source revenue and called on the Executive in charge of Finance to automate revenue collection.

"Our wards are not all equal. We will soon discuss how to manage the fund, perhaps in the subsequent budgets. We have Sh3.6 billion for development, but we now have Sh1.6 billion in the Ward Development Fund."

Kiamokama MCA Malachi Matara, who chairs the Roads Committee, said they had given their input into the Fiscal Strategy Paper.
