President Mwai Kibaki and Prime Minister Raila Odinga's attempts to resolve a standoff between the treasury and local government ministry over county government laws hit a deadlock today. The high level meeting at harambee failed to agree and decided to form technical team to harmonize two proposed bills on public finance which have been the source of dispute for the last two months. This comes as the commission for the implementation of the constitution revealed it may be forced to harmonize the two conflicting bills on its own if the executive stays divided.
