Higher education minister William Ruto today criticised the Kibaki government in which he serves, saying it was worse than the Moi government it replaced. Ruto, who was leading a no campaign team in Rift valley province, said the use of civil servants in referendum campaigns was an illustration of the government’s disregard for rule of law and called on Kenyans to reject the proposed laws which he insists are seriously flawed and need to be amended.
