The Parliamentary Select Committee on constitution review will propose Kenya be zoned off into 18 regions.

Two experts invited to help the PSC decide the numbers — Prof Peter Aduol and Mr Johnstone Sakanja — convinced the 26 members the proposed numbers were adequate and sustainable.

Sources said a few PSC members opposed the proposed boundaries, arguing chances of locals using them to vote against the draft were high.

"I told the meeting there is genuine fear some communities will never have a chance of having their own elected," revealed a PSC insider.

A minister who is also a member, said proposed regions remained an emotive issue and, "some members still want the issue revisited with a view of raising it to at least 30".

According to a document presented to PSC by Aduol and Sakanja, Nairobi will be divided into two — Nairobi West and Nairobi East. Another region will be Nandi comprising Nandi, Uasin Gishu, Pokot, Turkana and Samburu.

Nakuru region will have Nakuru, Kuresoi and Baringo while another region within the Rift Valley will be called Kericho and comprises Kericho, Kajiado, Narok and Transmara.

Old Busia and Kakamega districts will be regions of their own, while Bungoma will be carved out and lumped with Trans Nzoia to form another region. Nyanza Province cover the old Kisii, Kuria and all the Luo Nyanza districts.

Upper Coast Region will comprise Tana River, Kwale, Taita and Taveta areas while the Lower Coast region will have Malindi, Mombasa, Lamu and Kilifi.

The former Garisa and Mandera districts will be regions on their own respectively while Upper Eastern Region will have Isiolo, Marsabit and Moyale with Lower Eastern having all Ukambani districts.

Another region proposed, Central Eastern will have Mbeere, Embu and Meru while Upper Central Region will cover Laikipia, Nyeri and Nyandarua. Lower Eastern will comprise Kirinyaga, Kiambu and Muranga.

Several PSC members said the committee accepted the regions as proposed to avoid curving regions for some communities.

Justice Minister Mutula Kilonzo said the figure of18 was not final and could be adjusted.

"PSC is not talking on behalf of itself and decided to let the boundaries review team come up with the demarcation," he said.
