Raila Odinga wants Jubilee to withdraw amendments to the Election Laws because he plans to withdraw from the October 26 presidential elections and force a fresh election within 60 days. This is to give him enough time to push for reforms in the electoral body, Independent Electoral and Boundaries Commission (IEBC).

The Election laws (amendment) bill seeks to stop Raila Odinga from withdrawing from the Presidential re-run because if he does that, the electoral body will be forced to call for fresh polls. This is what Raila wants; to push the elections to 2018 so that he can attack the IEBC, and achieve the reforms he has demanded as irreducible minimum before new elections are held. 

On the other hand Jubilee sees this tactic by the opposition chief as sinister and they have initiated a fast-tracked process to change a raft of the election laws to seal the loophole. 

It is a race against time for Uhuru-led Jubilee party while it is a battle for time for Raila-led National Super Alliance, NASA. The tide favors the Uhuru-led team because of its majority in parliament. This leaves Raila in a precarious position and has forced him to call for mass action to stop Jubilee from dominating him.

That could explain his change of tune where he has asked Jubilee to shelve the passing of the proposed Election (amendment) Laws and negotiate.
