Waiguru letter genuine, says anti-graft team

The anti-corruption agency has confirmed it authored a letter clearing former Devolution Cabinet Secretary of graft allegations.

Ethics and Anti-Corruption Commission (EACC) Spokesman Kairichi Marimba said CEO Halakhe Waqo wrote the letter clearing Ms Waiguru.

Mr Marimba said the commission had written such letters for other senior, middle-level and junior staff whenever needed.

He, however, said if new evidence emerged, their investigations on Waiguru and others in the National Youth Service (NYS) scandal would continue.

“The letter to Head of Public Service is genuine and we have in the past written similar ones for other staff. We write to their institutions,” he said.

Marimba declined to disclose who else had received a similar letter. He also declined to state the motive behind writing the letter to the Head of Public Service Joseph Kinyua and not to the Director of Public Prosecutions (DPP) as per the law.

Mixed Reactions

He was challenged to state if EACC reported to State House but argued they write to the institutions where affected staff work.

Even though the letter indicated there was no evidence to link Waiguru to the investigations, there were no indications the commission had sent the file to the DPP with recommendations to close the case.

“So far our investigation has not established any evidence to warrant adverse recommendation against the former Cabinet Secretary Anne Mumbi Waiguru,” said the letter signed by Mr Waqo to Mr Kinyua.

The letter dated February 4, stated the commission had conducted investigations on various allegations touching on NYS and the Devolution ministry.

The news on her clearance attracted mixed reactions online.

Waiguru said she had received the copy and was extremely excited with the contents.

“I am extremely excited and grateful to God. The truth has finally come out against all the accusations that have been there since this matter came out,” she said.
