That service delivery is improving in Government offices is not in doubt.
However, this improvement seems to be a pipe dream at the Directorate of Criminal Investigations headquarters on Kiambu Road. This is the office charged with issuing police clearance certificates.
First, there are no clear indications where one is supposed to start the registration process upon check in. And every now and then, the officers charged with the responsibility of taking applicants' fingerprints order them around instead of showing them the right way to do things.
Police clearance certificate applicants should not be treated like criminals when they visit the DCI office. The officers need to be equipped with the essentials of good customer relations so applicants can stop feeling intimidated.
