NAIROBI, KENYA: The National Youth Service is set to become a key skilled personnel development institution following the allocation of Sh8.1 billion in the 2014/15 national budget unveiled on Thursday.
NYS, which has in the past eight weeks been a subject of controversy after the replacement of Jasper Kiplimo Rugut with Dr Nelson Githinji as director, will from the next fiscal year recruit 21,870 youth for specialised training in agriculture, security, engineering, accounting and masonry, among others.
In announcing allocation to NYS, Cabinet Secretary for Treasury Henry Rotich said the funds are meant to “further empower the women and youth through this budget.”

“Through this transformative programme,” Rotich said, “we will inculcate civic competence and impart specialised skills to uplift the unemployed and disenfranchised youth of this country. We expect the 21,870 youth to work in community development projects, which will recruit, train and supervise another 227,670 youth in various National Youth Service initiatives such as dam construction.”

The reading of the budget took place against the backdrop of a motion sponsored by Igembe Central MP Mithika Linturi to impeach Cabinet Secretary for Devolution Anne Waiguru aborted. Had the motion made it to floor of the House, the cabinet secretary risked losing her seat.
