Trans-Nzoia, Kenya: The National Assembly is neither fighting devolution nor is any of the Houses of Parliament superior, Speaker Justin Muturi has said.
Speaking during a fundraiser at the Katakwa Diocese Anglican Church in Teso North constituency, Mr Muturi said the National Assembly cannot fight devolution when it is charged with the responsibility of implementing it.
He said the National Assembly has the responsibility of allocation of funds to county governments, Judiciary and other State organs.
“We cannot fight devolution when we are the same ones constitutionally charged with the responsibility of implementing it. It is the National Assembly that allocates funds to county governments, Judiciary, military, and Civil Service,” said Muturi.

Muturi faulted the media for what he termed as “spreading propaganda the National Assembly is fighting the devolved system of government.”
His sentiments were supported by Teso North MP Arthur Odera who said there was nothing as Upper and Lower Houses adding the National Assembly had more powers than Senate.
“We don’t want to speak about the obvious because everyone knows the National Assembly is superior to the Senate. Since when did the shoulder become higher than the head?” asked odera.
