KENYA: The Senate wants the National Government to put up governance institutions to train county personnel.

Busia Senator Amos Wako Wednesday moved a motion seeking to create a special institute to train counties staff to equip them with the right skills and competencies to ensure effective operations of county governments.

“If we are sincere about the spirit of devolution and we want the county governments to work, then we must ensure that we assist them in building the right capacity to govern effectively and give the right services,” said Wako.

Matter of urgency

The senator said that it was important for such an institution to be established as a matter of urgency, saying that many counties are greatly incapacitated and unable to offer competitive services.

Minority Deputy Whip Janet Ongera said it was important to urgently train the personnel being recruited or seconded to counties to ensure they have the appropriate skills required to steer county governments.

Minority Leader Moses Wetang’ula said that a technical team should be put in place to design a proper curriculum, which addresses the manpower needs of counties.

“We must ensure that we have well-grounded personnel in our counties. We should not create mediocre counties. This will only be achieved if we give a proper foundation for counties,” said Wetang’ula.
