President Kibaki has directed Attorney General Githu Muigai and acting Finance Minister Njeru Githae to remove bottlenecks that hinder the youth from accessing State contracts.
The President said though he had five years ago ordered that 10 per cent of all Government procurement be allocated to the youth to empower them, they had not enjoyed this benefit.
He blamed this on technicalities at the State Law office and the Ministry of Finance.
Speaking during the Fifth Anniversary celebrations of the Youth Enterprise Development Fund at the Bomas of Kenya, Kibaki said failure by the youth to enjoy these benefits had curtailed their entrepreneurial growth.

The President also promised to improve the youth kitty, which was established in 2007 with an initial capital of Sh1 billion, but now stands at Sh3.8 billion.
