A Senate watchdog has questioned why governors contribute millions of shillings to their umbrella body, the Council of Governors.
County Public Accounts Committee said there is no law backing such expenditure.
The committee was alarmed by the huge amounts of money that county bosses deduct from county allocations to contribute towards the governors kitty.
Committee members said as it is now, there is no law to support the expenditure.
Committee Chairman Anyang' Nyong'o (Kisumu) said the Inter-Governmental Relations Act, under which law the council is anchored, states that it shall draw its funding from the national government.
"It therefore means that a law has to be in place to support any further additional funding from the county allocations," he said.
