Why police reforms are bound to fail

Just the other day, an officer at Kapenguria Police Station gunned down seven colleagues in unclear circumstances. And even before the victims are buried, another officer in Kwale goes berserk and tries to grab a gun with a view of attacking colleagues. It was not immediately clear what had come over him.

However, what was interesting is the explanation a local senior officer gave. He said the incident was normal because the officer was drunk.

This is very scaring. How could he have termed it normal? Did he mean it is fine for an officer to kill colleagues? If police officers are being targeted by their colleagues, then how much more vulnerable is the common mwananchi?

I am afraid that very soon, police officers will start terming extra-judicial killings, burglaries, road accidents, suspects escaping from custody, cover-ups as normal. This also shows that the reforms that have been going on in the police service are bound to fail.
