The Interim Independent Boundaries Review Commission (IIBRC) now wants the Government to stop creation of more districts, saying the move would interfere with their mandate.

The commission Chairman Andrew Ligale said the team’s mandate is clear and continued creation of administrative units long after they assumed office is a disappointment.

"We must stop the tendency of leaders creating districts haphazardly. We must have responsibility and procedure spelt out clearly in the Constitution," said Ligale.

Legal mandate

He said his team will still work as an independent body and file its report to Parliament for determination regardless of the continued "interference" by the Executive.

Ligale said his team will make a strong recommendation to the Committee of Experts on Constitution Review to have the mandate of creating of new administrative units entrenched in the Constitution.

He however said his team will not allow the creations of the units, by President Kibaki and Prime Minister Raila Odinga, to influence their work.

The chairman made the remarks yesterday at a Nairobi hotel during the launch of the commission’s website and a logo.

Monitor work

Commissioner Rossa Buyu said the new Internet link will open IIBRC to the general public as an interaction forum.

"We have nothing to hide. Kenyans should use the website to communicate with us and monitor our work," she said.

Ligale said more districts would not determine the number of constituencies to be created. He said they will get views from the public and other relevant bodies before deciding the number of constituencies to be established.
