Naivasha, Kenya: President Kibaki is set to open an induction workshop for governors and their deputies at a Naivasha hotel on Tuesday.
The three-day workshop organised by Transition Authority will be held at the Great Rift Lodge in Naivasha.
As part of the training programme targeting the new county heads, Transition Authority has been laying groundwork for devolution as set in the Constitution.
The governors, who have already assumed office, are expected to undertake devolution exercise, which is scheduled to take three years for full implementation.
Two months ago, the authority held another workshop targeting governor aspirants as the country was preparing for elections.
Over 400 candidates drawn from different political parties participated in the workshop, which was aimed at enabling aspirants prepare for transition.
Clash
The governors, who were sworn into office last week, already have their in-trays full as they usher in the new system of administration. In recent weeks, debate over the role of Provincial Administration has been raging with several analysts predicting clash with governors in various roles.
As the governors settle in office, they are also expected to appoint members of the executive committee who will help in the running of county governments. The Constitution also provides for appointment of county service boards that will take over management of employees.
There has been uncertainty, with workers in various local authorities, whose tenure has ended, as they wait for the boards to be instituted.
An Intergovernmental Relations Act 2012 and the Transition to County Government Act 2012, have been introduced to allow prudent dispute resolution between county and national government.
The Transition Authority led by Kinuthia Mwangi has also identified offices for governors and appointment of interim officers to manage the transition.
Since governors were elected, there have been struggles between them and county commissioners arising from their roles.
In some counties, the war began with office space and housing of the governors, pointing at a minefield of conflict between the governor and county commissioner.
