County askaris sparked an uproar in the city centre when they stole boiled eggs and samosas from a hawker on Tom Mboya.
The 8pm incident left passersby and commuters in shock.
The partially hooded askaris, wielding metal bars and stones, had earlier attempted to harass a disabled woman selling her wares in the street only to stop after passers-by shouted at them.
Director of city inspectorate Hillary Wambugu had in a recent TV interview, had defended the askaris saying they use minimal force to make arrests.
