The Inspector General of Police Japhet Koome has listed 19 individuals, including six holders of foreign passports as suspected terrorists.
According to an advertisement placed in the local dailies by the IG, the 19 have until Monday, November 13, 2023, to submit written responses to the police.
In the response, the suspects are required to defend themselves by explaining why they should not be listed as members of a terror group.
“In accordance with section 3(2) of the Prevention of Terrorism Act (No.30 of 2012), the Inspector General of Police notifies the entities set out in the list hereunder to demonstrate within (7) days from the date of publication of this notice why they should not be declared as Specified Entity,” IG Koome’s advert reads in part.
“The Inspector General of police notifies the entities set out in the list attached hereto of his Intention to recommend to the Cabinet Secretary of Interior and National Administration that an Order be made declaring each of the entities as a Specified Entity,”
According to Kenyan Law, a specified entity is an entity or individual who is involved in terrorist activities.
“He [IG] may recommend to the Cabinet Secretary that an order (declaring suspects as terrorists) be made under subsection (3) in respect of that entity. Before making a recommendation under subsection (1). the Inspector-General shall afford the affected entity an opportunity to demonstrate why it should not be declared as a specified entity,”
