When Kisumu County Government mounted an operation to apprehend those operating car wash business at Lwang'ni beach on January 11,2019, a number were rounded up.
However, the public who watched the manner in which the suspects were rounded up had many questions over the rights of arrested persons.
The youths who were hired by the county to help in arrest manhandled the of suspects right in front of the few police officers who were to oversee the exercise.

Suspects were inhumanly bundled into County vehicle by rod wielding youths and others were even having teargas canisters.
How does a county use such people to help their enforcement officers? Who supplied them with buttons?
How did they access teargas and such immense powers to harass suspects? Who in the county is promoting impunity and lawlessness?
