Civil society groups have warned that incomplete transition from central to county governments is a threat to devolution.
The organisations’ under the auspices of the Devolution Forum have emphasised the need to ensure critical processes required to implement devolution are completed, failure to which, the whole process will stall.
They further cautioned that the push and pull between the two levels of governments over funds and transfer of functions is endangering the success of devolution.
Briefing the media, the forum highlighted critical issues that need urgent attention if devolution is to become a reality.

The forum emphasised the need for effective oversight, existence of a civic education framework, active public participation in budget making process and conduct of State officers in realisation of Chapter Six as matters hindering the full implementation process.
The Institute for Social Accountability (TISA) and Media Council of Kenya (MCK) called for promotion of leadership and integrity.
TISA national coordinator Wanjiru Gikonyo and MCK Deputy Chief Executive Officer Victor Bwire stressed that clarity of county functions, their costs and staff needs.
