KISUMU, KENYA: Kisumu Court on Monday issued a warrant of arrest against Gem Central Member of County Assembly Fred Ouda for failing to honour summonses.
Neither Mr Ouda nor his counsel showed up to answer to charges of creating disturbance at the Independent Electoral and Boundaries commission (IEBC).
Kisumu senior resident magistrate Kemunto Onkunya who mentioned the case directed the police to arrest Mr Ouda and present him to court after he failed to appear for the proceedings.
The MCA is facing charges of creating disturbance in a manner that is likely to cause a breach of peace.
The Siaya County Assembly Member was accused to have jointly with others not before the court locked the main gates of the IEBC premises with a chain on April 26, 2016 within Kisumu County.
He has also been accused of locking himself at the gate of the IEBC offices with three padlocks and thus interfering with operations at the institution.
Ouda who had been arrested on the same date and charged in court before Senior Resident Magistrate Phyllis Shinyada, had pleaded not guilty to the charges and was expected to appear for hearing on Monday.
He had been released on a Sh50, 000 bond and an alternative of a sh20, 000 cash bail.
Magistrate Onkunya set the date for mention on July 18, 2016.
"The accused must be present before the court in two weeks' time for the mentioning of his case," said Onkunya.
The MCA who is not new to controversy made headlines prior to his arrest during the anti IEBC stand off when he stripped naked before journalists to protest over a tweet alleging that Deputy President Ruto had insulted members of the Luo Community.
He had demanded that the deputy president issue a public apology over the tweet.
Ouda is one of the leaders alongside other protestors who were arrested during the month long anti-IEBC protests.
