Most Mombasa County residents are pleased with Governor Hassan Joho's bursary initiative, which recently saw about 14,000 needy students benefit.
It is, however, very disappointing that the county's Finance department lacks the competence to disburse the bursaries to the respective institutions.
That every parent or student must pick the cheque in person has turned out to be very cumbersome, expensive and generally frustrating.
Most parents have visited the office more than thrice without getting their cheques because of failure of the concerned officers to have a convenient issuance mechanism.
