NAIROBI, KENYA: Kenya’s 15th finance chief, Mr Henry Rotich , is not new to budget making.

Since March 2006, he was head of Macroeconomics at Treasury.

On Thursday, as he steps out in the sun, the 44-year old Rotich does not enjoy the same political clout as his predecessors who were also elected MPs, and often used this to lobby parliament to enact the necessary legislation to support revenue collection.

Born to peasant parents  in Kerio Valley, Rotich is a Harvard-educated economist and has held some of the country’s most prestigious public service jobs.

Prior to joining the Ministry of Finance, he had worked at the Central Bank of Kenya from 1994. He has also worked for the International Monetary Fund as an economist.
