Victims of collapsed Sh30-billion pyramid schemes have lost their bid to compel the Government to implement the recommendations of a taskforce report.

They wanted the High Court to make Prime Minister Raila Odinga enforce the report released on June 24 last year.

High Court Judge, Justice Roselyne Wendoh dismissed their application on a technicality and advised them to file a proper case.

In Judicial Review applications, the judge said an order to freeze bank accounts is unknown.

The victims led by the Pyramid Victims Welfare Association chairman Joseph Kinyua wanted the court to freeze all the bank accounts pending hearing and determination of the case.

Their advocate Ojwang Agina told court the Government had refused to set up a database where the victims could register their claims.

He accused the Central Bank of not issuing a public statement on the current status of all the frozen accounts.

Co-operatives minister Joseph Nyagah set up a taskforce to investigate the operations of pyramid schemes that saw investors lose more than Sh30 billion by the time of their collapse.

The fraud has been linked to loss of lifetime savings, family and matrimonial break-ups, suicides, depression and the exacerbation of illnesses like diabetes and high blood pressure.

Mr Agina said the taskforce recommended that a trust fund be formed to manage funds and recovered property.
