A Kisumu Town East Constituency Development Fund committee member has resigned, accusing the committee of corruption.

Mr Samson Adoka, the committee’s secretary, said he had been used as a "rubber stamp" in the 10 months he has served in the committee.

But local MP Shakeel Shabbir denied the allegations and said the committee planned to fire him for "insubordination".

"He was used to undermine the committee by our enemies. He has been falsifying the minutes. He resigned after realising we had discovered his tricks," said Mr Shabbir.

The MP said the CDF had implemented its projects transparently and welcomed external audit.

In a statement he gave to The Standard, Adoka said residents should be involved in the management of the funds.

"I have not been able to serve the people I represent, and as such I tender my resignation to my MP (Shakeel)," he told The Standard.

Management of CDF monies has often been a controversial issue, with MPs — who are patrons of the kitty — being accused of interfering with its operations.

Most former MPs in the ninth Parliament are said to have lost their seats due to mismanagement of the funds.

Early this month, Planning Minister Wycliffe Oparanya said the CDF management committee had only received proposals from 90 constituencies, delaying the disbursement of more than Sh3.4 billion.

"It is saddening that only 90 MPs have sent proposals to the board. We are lost on what to do with those who are yet to comply," said the minister.
