Include referendum in General Election

The rejection of the Okoa Kenya initiative signatures by the IEBC on the basis of insufficient voter support has caused a hue and cry.

In order to save money and address allegations of bias against IEBC, the law on constitutional changes that require a referendum should be reviewed so that the voting for a constitutional amendment is embedded in the General Election voting process.

This has several benefits including the fact that five years will allow sufficient debate and voter education on proposed constitutional changes.

In this case, there would be no be need for the one million signatures but MPs would agree on the issues that need to be amended.
