Procurement officers in all Government institutions including State corporations and county governments have been requested to ensure their organisations abide by the law and use the IFMIS, e-Procurement system.
Speaking to procurement officials from all State entities at a refresher workshop in Nairobi today, IFMIS Director Jerome Ochieng said Section 227 of the Constitution of Kenya requires the National Treasury to establish a system for procurement of goods and services that is fair, equitable, transparent, competitive and cost-effective.
The Director also pointed out Section 12 (1) (e) of the PFM Act, which mandated the National Treasury to design and prescribe an efficient financial management system for the National and County governments to ensure transparent financial reporting.
The law also requires all State entities to use the system prescribed by Treasury to manage finances, including procurement of goods and services.
