I am skeptical that the new NTSA rules will help inject or
restore sanity to our roads. The introduction of these rules is in fact
long-overdue.
It ought to have happened long ago to avoid the rising
statistics of road fatalities. Years ago, the so-called 'Michuki rules' worked
very well.
The rules were, however, watered down after Mr. Michuki was
moved from the Transport ministry. We may not experience such exact misfortunes
with the new NTSA measures but something similar is highly likely to be
witnessed.

If the state plans to use the new rules just to generate
revenue, then they are bound to fail.
