I highly question the competency of the finance department at the county because the price is highly inflated.
Even though devolution is functional, corruption is alive in our counties. It may take years for counties to develop if such projects prevail. It is as if corruption has been devolved.
Governor Ken Lusaka should initiate projects that address the problems of his people instead of allowing corruption to flourish under his watch. There should be a law to guide county projects because, in most cases, some of them are inappropriate and are avenues to siphon public funds.
