KISUMU, KENYA: A High Court in Kisumu has issued summons against Kisumu Divisional Criminal Investigative Officer (DCIO) Henry Ndombi to explain why two police officers suspected of murder have not been arrested.
Justice Esther Maina issued the summons against Ndombi concerning the murder of a 16-year old boy (Victor Onyango) who was allegedly shot by the officers; James Taruru and Bramuel Musungu five months ago in Obunga estate.
The court issued the summons on Wednesday after an application brought to court by Senior Assistant Director of Public Prosecution (DPP) Douglas Ogoti.
Ogoti asked that Ndombi appears in court to explain why he defied a court order issued by Justice Hillary Chemitei on Monday this week.
The warrant of arrest was issued against the two suspected to have murdered Onyango.
"The accused who were supposed to take plea today are not in court. We request that the DCIO comes to court and explains why he has not arrested the two despite the court issuing arrest warrants against them," he said.
