Moi said it was impossible to pinpoint any grievance against Kenya to warrant such a massive and heartless destruction of human life and property.
At least 59 people were killed and 175 injured in Saturday’s attack on the Nairobi shopping centre.
The Somali militant group Al-Shabaab says it carried out the attack in response to Kenyan military operations in Somalia.
About 4,000 Kenyan have been fighting the militants troops in the south of Somalia since 2011.
