Look at issues objectively; first, no patient arrives in consultation without being registered, and surely you need a patient card. Second, nobody knows your personal complaint the moment you get to the hospital gate unless you have shared with someone. Finally, maybe the woman didn’t share her tribulations with any hospital worker for waiving of the Sh30 fee.
