Lottery will be used to determine who gets a house — PS Charles Hinga

Housing Principal Secretary Charles Hinga on Tuesday revealed that a lottery will be used to determine Kenyans who will own houses under the affordable housing project.

Speaking during an interview on Citizen TV, Hinga stated that Kenyans have to start contributing before they are given houses and various factors shall be considered to determine one’s eligibility.

“One has to register and start contributing before a house is allocated to them. A lottery system will be used to determine who gets a house.

“All the parts are in place. By 2022, we will have done the 500,000 houses if not more,” he said.

The PS further added that Kenyans should have seen this coming as it was part of the Jubilee Party manifesto and NASA had a similar plan too.

“The fact that the Jubilee government was elected, people knew that it had promised in its manifesto housing through a public-private partnership (PPP) system.

“Every Kenyan has a right to decent housing. The question we should be debating now is how to fund that right,” he remarked.

This did not go down well with Kenyans who strongly opposed the new plan especially since there is no guarantee that one will get a house.

Others raised issue with the forceful manner in which the housing levy was implemented, including the penalties if you do not comply.
