2.
Tendering will be conducted using
the Two Stage Tendering procedures specified in the Public Procurement and
Asset Disposal Act, 2015 and is open to all eligible Tenderers that meet the
following minimum eligibility and qualification criteria:
Eligibility
and Technical Qualification Requirements
a) Certified
Copy of Registration;
b) Evidence
that the tenderer has been in business for not less than three years;
c)
Evidence of directorship by way of a certified copy of CR12;
d) Evidence
that the tenderer is not insolvent or is not in receivership or is not bankrupt
or is not in the process of being wound up;
e)
Valid Tax Compliance Certificate;
f)
Demonstrate that the tenderer has no
history of court/arbitral award decisions against it;
g) Evidence
that the tenderer has not been convicted of corrupt or fraudulent practices;
h)
Good financial standing and have
access to adequate financial resources to perform the contract and all
existing commercial commitments;
i)
Audited Accounts for the last three
(3) years;
j)
Details of three similar assignments
concluded in the last three years;
k)
At least three key technical staff
and their profiles;
l)
Demonstrate timely and satisfactory
performance at previous engagements; and
m) Detailed
proposed work plan and methodology on delivery of the assignment/s.

Interested eligible Tenderers may
obtain further information from the Head of Supply Chain Management, CPA
Centre, 8th Floor, Thika Road, Ruaraka, P.O Box 38831-00100, Nairobi during
official and normal working days and hours.
4.
A two-stage bidding process will be
used which will proceed as follows:
a) The
first stage bid will consist of a technical proposal only, without any
reference to price. Following the evaluation of first stage bids, a Tenderer
that adequately meets the minimum acceptable qualification criteria and has
submitted a sufficiently technically responsive proposal shall be invited to
attend clarification meeting. Any required proposal-specific changes,
additions, deletions and other adjustments will be noted and recorded in a
memorandum, or, if amendments are of a general nature, shall be communicated
via an addendum to the tender document. Only qualified tenderers shall receive
invitations to submit second stage proposals.
b) The
second stage tender will consist of:
i.
the updated technical bid incorporating
all changes required as recorded in the proposal-specific memorandum, and/or as
necessary to reflect any addenda to the tender document issued subsequent to
the first proposal-stage; and
ii.
the commercial/financial proposal.
5.
First stage proposals must be
addressed to the

Centre, 8th Floor, Thika Road, Ruaraka,
P.O
Box 38831-00100,
Nairobi
And deposited in
the tender box at CPA Centre, 8th Floor, Thika Road, Ruaraka, Nairobi at or before 10.00 a.m. on 29th
September, 2020. Late proposals will be rejected. The proposals received by
the deadline shall be opened in the presence of the Tenderers' representatives
who choose to attend at Public Sector Accounting Standard Board,office at CPA Centre,
8th Floor, Thika Road, Ruaraka, Nairobi.
