Assignment Title: CONSULTANCY TO DESIGN AND SUPPORT IMPLEMENTATION OF A SCHOLARSHIP, MENTORSHIP.GENDER SENSITISATION AND SOCIAL SUPPORT PROGRAMME FOR SECONDARY SCHOOL STUDENTS UNDER THE SECONDARY EDUCATION QUALITY IMPROVEMENT PROJECT (SEQIP).

The Government of Kenya has received financing from the World Bank to support the Secondary Education Quality Improvement Project (SEQIP), and intends to apply part of the proceeds for consulting services.

The consulting services ("the Services”) include designing and support implementation of a scholarship in secondary level in the project target counties. Some of the key activities in the process will include:

         i.            identification of scholarship beneficiaries using the stipulated guidelines in the Project Appraisal Document (PAD),

       ii.            designing and implementing a mentorship programme including monitoring and reporting of progress of the learners.

The number of programme beneficiaries' i.e. students receiving scholarships and social support will be subjected to an Independent Third Party Verification Agency (ITPVA) as per the Disbursement Linked Indicators referenced in the Terms of Reference (TOR). The ITPVA will visit schools on a random sampling basis to ascertain whether the programme is being carried out in accordance with the Project Implementation Manual, and if progress reporting reflects reality on the ground.

The assignment will commence immediately after signing of the contract and as per the implementation schedule indicated in the Terms of Reference (Pg.6).

The Ministry of Education, State Department of Basic Education now invites eligible consulting firms ("Consultants") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Key Experts will not be evaluated at the shortlisting stage.

The minimum mandatory criterion for short listing the firm is:

1.       Registered firm.

2.       Possess Tax Compliance certificate.

3.       Provided and managed scholarships and mentorship for the last five (5) years (provide evidence). NB: firms that have handled scholarships and mentorship of less than USD 0.8 Million for the last five (5) years need not apply.

4.       Number of similar assignments undertaken

5.       The lead consultant should have a minimum of five years' experience.

6.       Attach CVs and testimonials for the lead consultant.

The attention of interested Consultants is drawn to Section 111, paragraphs,3.14, 3.16, and 3.17 of the World Bank's "Procurement Regulations for IPF Borrowers" July 2016 Procurement Regulations, setting forth the World Bank's policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality and Cost Based Selection method set out in the Procurement Regulations.
