Assignment Title: CONSULTANCY FOR DESIGN AND IMPLEMENTATION OF AN ADVOCACY, SOCIAL SUPPORT AND GENDER SENSITIZATION PROGRAMME FOR RETENTION OF UPPER PRIMARY PUPILS GRADE 7 & 8 UNDER THE SECONDARY EDUCATION QUALITY IMPROVEMENT PROJECT (SEQIP).

The Ministry of Education, Government of Kenya has received financing from the World Bank towards the cost of the Secondary Education Quality Improvement Project (SEQIP), and intends to apply part of the proceeds for consulting services.

The consulting services ("the Services") include designing and implementation of an advocacy, social support and gender sensitization programme of grade 7&8. Some of the key activities in the consultancy will include:

1.       Design and implement an advocacy programme.

2.       Identification of the children at risk of dropping out of school.

3.       Carry out mentorship programme for upper primary grade 7 & 8

4.       Develop mechanisms of addressing gender based and students violence in schools.

5.       Monitoring and reporting of implementation progress of the program activities.

The assignment will commence immediately after signing the contract. The Consulting firm will be contracted to work within timelines that fall within the first 2 year duration, renewable subject to performance. The Ministry of Education, State Department of Basic Education now invites eligible consulting firms ("Consultants") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Key Experts will not be evaluated at the shortlisting stage.

The minimum short listing criteria is:

1.       A registered firm

2.       Possess Tax Compliance Certificate

3.       Implemented advocacy/social mobilization services/gender sensitization in the last five (5) years (provide evidence)

4.       Number of similar assignments undertaken with a minimum of 5 years (provide evidence).

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank's "Procurement Regulations for IPF Borrowers" July 2016 Procurement Regulations, setting forth the World Bank's policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consulting firm will be selected in accordance with the Quality and Cost Based Selection method set out in the Procurement Regulations.
