Could unscrupulous public officers be swindling money from the national government and using counties as scapegoats? This is the puzzle facing key financial offices, as the Council of Governors today demanded a fresh audit of the integrated financial management system, IFMIS, over recent audit queries indicating that up to 3.8 billion shillings might have been lost in 11 counties only, under functions meant for the national government. The governors have vowed to disobey all summons to appear before the Senate over the said queries until the audit of IFMIS is completed.
