Salary Scale    Kshs. 137, 109- 225, 475 p.m
House Allowance     Kshs. 50,000 p.m
Commuter Allowance     Kshs. 20,000 p.m
Leave Allowance     As existing in the Civil Service
Medical Cover     As provided by the Secretariat
Terms of Service     Four (4) Years Contract renewable subject to satisfactory performance

Job Purpose    
The Program Officer, Public Relations is responsible to the Director, Public Relations and Communication for packaging information to the different audiences of both internal and external stakeholders that enables them to be consistently informed and educated about the Huduma Kenya Programme, its channels of service and how they benefit their lives.

Requirements for appointment    
For appointment to this grade, a candidate must have:-

•    Cumulative Nine (9) years relevant working experience in Communications, Corporate Communications, Public Relations, Business Communications, Marketing or Journalism,, three (3) of which must have served as a Program Assistant, Public Relations and Marketing or in a comparable and relevant position in the Public or Private Sector;
•    Bachelor’s degree in any of the following Journalism, Mass Communication, Marketing, Communication or equivalent qualification from a University recognized in Kenya;
•    Master’s degree in any of the following; Communication, Journalism, Business Administration, Public Policy or equivalent qualification from a University recognized in Kenya;
•    Management Course Certificate lasting four (4) weeks or its equivalent qualification from a recognized Institution;
•    Membership to a relevant professional body and in good standing;
•    Demonstrates professional competence as reflected in work performance and results; and
•    Meet the requirements of Chapter six (6) of the Constitution of Kenya, 2010.

Key Duties and responsibilities    
Specific duties and responsibilities will include:

1.    Designing Various Communication Strategies;
2.    Act as the Media Liaison person;
3.    Evaluate results and impact of communications activities;
4.    Report on developments, trends and attitudes regarding Huduma Kenya metrics for gauging impact;
5.    Coordinate the event according to the programme and ensuring and adherence to the program;
6.    Engage Stakeholders and Design internal communication strategy that’s consistent with the internal customer needs;
7.    Coordinate production of still and moving photography and other promotional materials for use on communication on the programme;
8.    Coordinate and direct public information staff and volunteers, including off-site staff;
9.    Build information networks;
10.    Plan and oversee maintenance of publicly accessible information materials on Huduma Kenya; plans and develops outreach activities;
11.    Manage presence in social networking sites including Facebook, Twitter, and similar social sites, posting on relevant blogs, and seeding content into social media applications as needed;
12.    Monitor trends in online and social media tools and applications and provide regular feedback to management and staff of insights gained from such monitoring; and
13.    Any other duty assigned from time to time.
