Job Title    DIRECTOR COMMUNICATION AND PUBLIC RELATIONS
Job Group    HK2
Salary Scale    Kshs. 195,789 – 295, 522 p.m
House Allowance     Kshs. 60,000 p.m
Commuter Allowance     Kshs. 24,000 p.m
Extraneous Allowance     Kshs. 40,000 p.m
Leave Allowance     As existing in the Civil Service
Medical Cover     As provided by the Secretariat
Terms of Service     Four (4) Years Contract renewable subject to satisfactory performance

Job Purpose    
The Director Communication and Public Relations will be responsible to the Secretary/CEO, Huduma Kenya Secretariat for coordination and management of the Public Relations and Communications activities in Huduma Kenya Service Delivery Programme.

Requirements for appointment    
For appointment to this grade, a candidate must have:

1.    Cumulative Twelve (12) years relevant working experience in Communications, Corporate Communications, Public Relations, Business Communications, Brand Development or Journalism, three (3) of which must have served as a Programme Officer, Public Relations or Programme Officer, Brand Development or in a comparable and relevant position in the Public or Private Sector;
2.    Bachelors’ degree in any of the following disciplines:- Arts (Design), Mass Communication, Journalism, Mass-media, Public Relations, Marketing, Business Administration, Industrial Psychology, Entrepreneurship or equivalent qualification from a University recognized in Kenya;
3.    Masters’ degree in any of the following disciplines: - Business Administration, Public relations, mass communication, Marketing, journalism or equivalent qualification from a University recognized in Kenya;
4.    A Certificate in Leadership or equivalent qualifications from a recognized institution;
5.    Registration with a professional body and in good standing;
6.    Demonstrate knowledge and experience with traditional, digital and emerging communications platforms. Social media experience is essential;
7.    Demonstrated managerial, administrative and professional competence in work performance and exhibited a thorough understanding of national development policies, goals and objectives and the ability to relate them to realization of the Big 4 agenda; and
8.    Meet the requirements of Chapter six (6) of the Constitution of Kenya, 2010.

Key Duties and responsibilities    
1.    Developing and implementing Huduma Kenya communications strategy;
2.    Coordinating public and media relations;
3.    Branding Huduma Centres;
4.    Overseeing corporate communications;
5.    Coordinating development of information, education and communication materials;
6.    Developing of communication strategies for the Secretariat;
7.    Overseeing general protocol at the Secretariat;
8.    Monitor and arrange for media coverage of all Secretariat events;
9.    Ensure appropriate branding and visibility within and without the Secretariat;
10.    Source for appropriate television and radio programs to disseminate information on activities of the Secretariat;
11.    Document the secretariat events through video, photography and press cuttings;
12.    Preparation and placement of radio and TV infomercials;
13.    Preparing official speeches in Huduma Kenya Secretariat;
14.    Providing information website content and design;
15.    Preparing of the Huduma Kenya’s newsletter and corporate materials;
16.    Ensuring that appropriate feedback mechanisms are in put in place in the Secretariat; and
17.    Any other duties as may be assigned by the supervisor from time to time.
