Job details

Duties and Responsibilities:          

  1. Oversee the affairs of the Municipality;
  2. Develop and adopt Short, Medium and Long term policies, plans, strategies and programmes, and set targets for delivery of services;
  3. Formulate and implement the Municipal Integrated Development Plan (MIDP);
  4. Control land use, land sub-division, land development and zoning by public and private sectors for any purpose, including industry, commerce, markets, shopping as well as employment centers, residential areas, recreational areas, parks, entertainment, passenger transport, agriculture, freight and transit stations within the framework of the spatial and master plans for the city or municipality as my be delegated by the county government;
  5. Promote and undertake infrastructural development and services within the municipality;
  6. Develop and manage schemes, including site development in collaboration with the relevant national and county agencies;
  7. Maintain a comprehensive database and information system of the administration and provide public access thereto upon payment of a nominal fee to be determined by the Board;
  8. Administer and regulate the Board's internal affairs;
  9. Implement applicable National and County Government legislations.
  10. Enter into such contracts, partnerships or joint ventures as it may consider necessary for the discharge of its functions assigned under the Urban Areas and Cities Act or any other written law;
  11. Monitor and, where appropriate, regulate municipal services where those services are provided by service providers other than the Board of the municipality;
  12. Prepare and submit its annual budget estimates to the County Treasury for consideration and submission to the County Assembly for approval as part of the annual County Appropriation Bill;
  13. As may be delegated by the county government, collect rates, taxes levies, duty fees and surcharges on fees;
  14. Settle and implement tariff, rates and tax and debt collection policies as delegated by the county government;
  15. Monitor the impact and effectiveness of any services, policies as delegated by the county government;
  16. Establish, implement and monitor performance management systems;
  17. Promote a safe and healthy environment;
  18. Facilitate and regulate public transport; and
  19. Perform such other functions as may be delegated to it by the county government or as may be provided for by any written law.

Requirements for Appointment:

  1. Must be a Kenyan citizen;
  2. Must be a resident of the municipality;
  3. Must have lived in the municipality for at least five years.
  4. Must be a degree holder in either Spatial/Urban Planning; Urban Development/Management; Geospatial Engineering, Civil/Construction Engineer GIS; Architecture; Quantity Survey; Urban Geography; Environmental Planning/Management; Surveying and Mapping; Economics; Finance & Investment; Law; or any other relevant qualification from a recognized university in Kenya.
  5. Possession of excellent leadership skills and ability to work under pressure
  6. Have at least ten years of relevant experience at senior level in either public or private sector.
  7. Must not be holding an elective office currently
  8. Valid clearance certificates from: the Kenya Revenue Authority; the Higher Educational Loans Board; Ethics and Anti-Corruption Commission; Criminal Investigation Department and the Credit Reference Bureau in compliance with Chapter Six of the Constitution of Kenya 2010.
