Overall Purpose of the Job

The position holder manages the performance management, staff development and training, succession planning and talent management functions, and efficient delivery of services to various end-users.

Specific Duties

  • Administration of the Centre’s performance evaluation exercise, by collating duly completed performance evaluation data and providing analyses for panel discussions.
  • Ensures compliance to: (i) the performance management system, (ii) completion of the annual performance evaluation process, and (iii) recording all Theme and Unit objectives for appropriate follow up.
  • Disseminates the outcomes of Management decisions on performance evaluation, in close consultation with the Head of Human Resources.
  • Manages the end-to-end corporate training and coordinates staff individual education support.
  • Undertakes training needs assessments as necessary, monitors and reviews the progress of trainees through questionnaires and discussions, and documents and discusses the outcomes with Heads of Unit.
  • Manages the succession planning and talent management functions.
  • Develops effective on boarding and induction that promote a learning environment within the Centre, as well as separation programmes, and follows through on feedback.
  • Assists in managing the Exit Interview process and in collating feedback for appropriate implementation.
  • Ensures availability and analysis of Centre-wide gender data for executive reporting.
  • Manages the HR Unit’s Secretariat and participates in HR-led Centre Committees, as necessary.
  • Ensures efficient communication through regular HR e-content updates.
  • Organizes all HR meetings and ensures follow up of action items.


  • Bachelor’s degree in a Business Administration field.
  • Higher Diploma in Human Resource Management.
  • 5 years’ experience in Human Resources Management.
