The Higher Education Loans Board (HELB) was established in 1995 through an Act of Parliament CAP 213A of the laws of Kenya. The mandate HELB is to source for funds and provide financing (through loans, scholarships and bursaries) to Kenyans pursuing higher education in institutions of higher learning in and outside Kenya as recognized by Commission for University Education (CUE) and Technical, Vocational Education and Training Authority(TVETA) and recover funds loaned to create a National Revolving Fund. A vacancy has arisen for the position of Senior Security Officer. The Board is looking for a highly competent, passionate, dedicated and self-driven individual of high integrity who is able to demonstrate strong leadership skills to fill the position.

Senior Security Officer

Reporting to the Procurement & Logistics Manager, the Senior Security Officer will be responsible for ensuring safe and secure working environment, investigating all criminal matters where the Board is a subject and providing standard security policies and procedures.

Key Responsibilities

  • Oversee safety of Human Life and security of Board Properties in all HELB offices.
  • Conduct Emergency and Routine security patrols within HELB offices.
  • Review of all Security Registers and CCTV data to detect any security concern.
  • Control and Monitor Property Movements within and outside HELB offices.
  • Management of Outsourced Security and safety management company to successfully secure HELB assets and people.
  • Ensure serviceability of Security and safety equipment (fire extinguishers, first aid box, CCTV, access control), in accordance with Occupational Safety & Health Act (OSHA).
  • Conduct a proactive and sustained forensic analysis of the systems and report on any Security Risk.
  • Investigate all Suspicious & Accident cases relating to HELB staff or properties and liaise with other state organs (police) for any further action.
  • Conducting investigations on matters of corruption and economic crime.
  • Compiling investigations files, witness statements and other relevant reports
  • Ensure effective deployment and supervision of the HELB security personnel.
  • Facilitate Periodical training to security guards and HELB staff on security matters.
  • Ensure Sustained awareness on Disaster Preparedness & Response by organizing and facilitating continuous trainings to march emerging safety and security risks.
  • Ensure Crime prevention and detection through 24hour surveillance, patrols and human traffic management.
  • Carry security and safety risk analysis, recommending and implementing remedial measures.
  • Gather, analyze and disseminate intelligence.

Driving Business Direction

  • Plans the work of security section.
  • Assign duties to security personnel.
  • Performance Management through BSC tool.
  • Makes decisions using standard operating procedures.

People Management/Leadership

  • Build strong relationships with key stakeholders and peers on Executive Management to ensure the correct focus;
  • Provide clear directions on strategic goals, translating and prioritizing them into business and performance measures through a Balance Score card;
  • Lead, inspire and coach a team of high caliber professionals, creating succession to key roles and enhancing Board’s management capability;
  • Work with line managers in the team to achieve excellent business results through continuous people development and mentoring activities; and
  • Ensure the development of a high-performing team through embedding formal Performance Development and informally coaching management team.

Academic Qualifications

  • Bachelor’s degree in Social sciences or any other related field.
  • Master’s degree in in Criminology/Security Management will be added advantage.
  • Training in investigation & prosecution.
  • Qualification in fraud investigation e.g. Certified Fraud Examiner (CFE)

Relevant professional Qualification &experience required

  • Must have attended basic police or military training
  • 10 years’ experience in security management 5 of which should be corporate security,
  • Should have attained at least the rank of Captain in the Armed Forces or Inspector in the Police Service.
  • Experience in criminal investigations and/or prosecution.
  • Experience in forensic investigations

  • Proficiency in Computer Applications;
  • Substantial knowledge of Kenyan Law and procedures;
  • Investigation/ Prosecution skills.
  • Report writing skills;
  • First Aid & disaster Management skills

Compliance with the Constitution on Leadership and Integrity

  • Ethics and Anti-Corruption Commission;
  • Directorate of Criminal Investigations (Certificate of Good Conduct); and
  • Credit Reference Bureau.
