The Nandi County Assembly service Board wishes to invite applications from qualified persons for the following position:
 
SENIOR INTERNAL AUDITOR (NCASB 9/ JOB GROUP P) – ONE POSITION
 
JOB DESCRIPTION
The Internal Auditor is directly responsible to the County Assembly Service Board and will be required to:
 
I. Prepare Audit Reports for areas audited as per the approved Annual work plan for review by the Clerk to the Nandi County Assembly.
II. Develop Risk based Annual audit plans detailing the scope, nature and timing of audit activities
III. Supervise and mentor staff working under him/her
IV. Develop and design an audit test and programs in consultation with Clerk to the Nandi County Assembly.
V. Carry out internal Audits to assess the adequacy, effectiveness and efficiency of the established internal controls and procedures
VI. Review the accuracy, timeliness and relevance of financial information and other disclosures provided to management
VII. Participate in the preparation of quarterly reports to the Audit Executive Committee established pursuant to the PFM (County Government) Regulations of 2015 and ensure the reports are timely
VIII. Identify key areas of risks within the Assembly and propose controls to mitigate the risks
IX. Monitor reviews and follow-up on agreed audit recommendations logged from previous audit
X. Ensuring County Assembly assets i.e. plant and equipment, supplies, stores etc are appropriately recorded in the relevant registers and are maintained and kept safely;
XI. Undertaking a variety of audit assignments relating to pre-audit of payments, evaluation and review of internal control systems and report on any weaknesses;
XII. Evaluation of the effectiveness of existing financial regulations and establish the level of compliance in practice;
XIII. Compiling and preparing monthly reports to the County Assembly Board based on audit observations made and
XIV. Perform any other duties assigned by the Clerk to the Nandi County Assembly.
 
REQUIREMENTS FOR APPOINTMENT:
I. A Bachelor’s degree from any of the Kenyan universities or other recognized universities or institutions, preferably in fields relevant to the audit function such as Auditing, Accounting, Finance, Economics, Mathematics, Statistics, ICT, Law, Business Administration other relevant disciplines;
II. Passed all the CPA (K) examination or its recognized equivalent; or possessing CISA, CIA, CFE, CFA qualifications;
III. A minimum of 5 years relevant proven experience in a well-run public or private establishments with demonstrable engagements in the public sector;
IV.Experience with audit firms of international repute or SAI member institution will be an added advantage;
V. Demonstrable knowledge in public sector systems and risk assessment audit;
VI. Must be a member of a legally recognized professional accounting body in Kenya
